I have the honour to state that

information has been received from a local representative

of Messrs. E. D. Sassoon and Company that the Japanese

Government recently purchased at Constantinople through

Messrs. Sauel, Saruel and Company (London) the whole

supply of Turkish Opium then on the market, and shipped it

by the Mitsui Bussan Kalsha line via Osaka to Formosa,

where presumably it will be made inte morphine.

I am attempting to verify this

information and to trace the disposal of the Opium and

will report further in due course. Meanwhile in view of

the negotiations for a further Opium Conference at the

Harue at which the question of morphine is to be especially

dealt with I lose no time in communicating this information
